Is there any way to let non adminuser change password?

Dear Manfred,

read-only users cannot change their passwords. Users with write-access rights can change their password under "Setup"->"My Account".

What can you do to fix it if you changed it not knowing that we are not allowed. Now I just get the error screen and dont know how to correct this and need help urgently to get this working

You would have to contact your PRTG System Admin.
