Because leaving this error does not respond (check: firewalls, routing, snmp settings of device, ips, SNMP, version, community, passwords etc) (SNMP Error # -2003) sensor parameters on load time and downtime comes the word error.

The error message in case means that the GET request did not receive a response, possibly because of a device (e.g. firewall) between the requesting and responding device, possibly because certain SNMP settings aren't defined properyl, etc. To test this please use our SNMP Tester.
