Is there a way to scan for new switches or routers and receive notification of those types of device

We would like to scan a large network to find out if and when an end user plugs in a home switch or router in to a Cisco switch and receive notification of those types of devices when discovered.

You could run an Auto-Discovery on your network subnet with a new group and when there are new devices discovered, you would get a new todo letting you know when the Auto-Discovery for a device completed. When setting up the Auto-Discovery you will want to make sure and select the option to not discover devices that are already in the tree.
