i don't use BULKSMS till now, the best solution for me is an own sms gateway.
But how often did you get this error?
Look into your Sendlog from PRTG, it should show you the status of sending an sms via PRTG.
Ex.: Gesendet SMS: OK (ID: 13301 ) (ID: 13302 ) (Sensor/Source/ID: 8855/8855/1)
- Status: Ok or Failed
- Message IDs
- Sensor information
If PRTG send this sms correctly to BULKSMS it should look similar to this one. Then it could be a problem with your provider but if not, you should look into your log. Test some SMS messages.
If it's an problem with PRTG, maybe it's better to contact the support via ticket, same URL like the feature request.
