Hi,
I'm afraid we had no such use case yet so my advice here is in a more general way.
You could try writing a Powershell/Batch script or even create a simple program here which determines the state of the camera. Then you can run the same using EXE/Script Sensors.
Best regards

So I found out our Camera server can detect when an analog camera goes down, and will generate an e-mail to myself from the application using google smtp on port 25. Is there any way PRTG can detect when this e-mail is sent from this IP address?

No, PRTG cannot detect or check for the IP a certain email is sent from. However, as an email is sent you might use the IMAP Sensor to check for this specific email to get notified when it is received.
