Why PRTG cant use all RAM and CPU of physical server? PRTG has performance issues (many ps scrips...) and CPU load is 14% and 80% available of 16GB RAM.

Unfortunately there is no distinct answer to this question, because this depends on the OS, on the sensors your are using, on other apps running on the server, etc., I´m afraid. Based on our experience, we noticed that even on (really) huge systems PRTG rarely needs more than 8GB of RAM.
If you still have performance issues, please open a support ticket.
