PRTG Core Server Service could not be started

Server Administration Tool Error:

Sorry could not start PRTG Core Server (Web Server) Could not start webserver for Http:192.168.1.101:5555: class TOctdata not found

PRTG Enterprise Console (previously called "Windows GUI"):

There was an error reading data from the server connection refused (socket error # 10061)

How can I repair this error? I already checked the configuration of Admin tool and windows GUI, firewall and Antivirus to see if is is blocking PRTG connection but still giving me errors. it must be the TOctdata?
