The cpu load sensor shows 100% but the server is 100% idle.

I have two servers ubuntu 16, these servers are with 100% cpu available, but the cpu sensor shows that they are at 100% cpu usage.

How can I correct this?

In what connection is "these servers are with 100% cpu available" and "the cpu sensor shows that they are at 100% cpu usage".

Please elaborate your case more in detail.
