importing a url from an external source into a map

Greetings! i'm trying to import/insert an outage map from ATT into a map. i wasn't able to grab the map's URL when i inspected their website. any thoughts on this question or have a better method?

The following allows you to display a website or other map within a different map via the corresponding URL:
