can PRTG arrange the device under a group then only assign certain user to manage those. Only some can see all but most of the user can only view those they manage?
login and only see those device you manage

Yes, this can be accomplished by using different Access Rights for different user groups. In the settings of each group/device/sensor you can define the access rights of each user group
