setup CPU load notifications for all servers

We just noticed that there is no notification if the CPU load is at 100%, it still is GREEN. We want to make sure that if the CPU utilization is above 80% it turns yellow for warning and above 90% it is Red for down. How do we do this for all servers so it inherits throughout all our sensors?

You're looking for library based notifications :) That'll allow you to add notifications to multiple sensors at once, without touching every single sensor. See also the Paessler website: How to set up notifications via the PRTG web interface.
