Feature request : SNMPv3 trap support

User Story

As a PRTG User, I'd like to implement a full SNMPv3 setup on my infrastructure (datacenter wide).

Details of User Story

There are critical devices such as smart PDU/UPS and so on that require security and privacy. That's why I'd like that PRTG supports SNMPv3 traps like it does for snmpwalk/snmpget/snmpset.

More over some devices implement either v1/v2 or v3 but not both. Devices won't allow snmpv3 polling and snmpv1/v2 traps setup

Criterion #1
Criterion #2 This basically gives us a set of cornerstones that need to be there in order for the feature to be implemented.

Some devices do not support a mixed SNMPvXX configuration/setup
