[OPEN] pause notifications not monitoring during maintenance

User Story

As a PRTG User, I want to retain monitoring for my sensors that are in a scheduled maintenance window but pause their notifications.

Details of User Story

It is so much easier to keep track of essential details during maintenance if the monitoring server keeps collecting them. How long did a reboot take? Were there any CPU/memory anomalies during the work? Is everything back up before the end of the window? There are lots of reasons to want to monitoring to continue but notifications to be paused.

Acceptance criteria

Criterion #1 - creating a maintenance window only pauses the notifications for a given sensor, not its monitoring
