Regarding what you desire to achieve, I'm afraid that it is currently not possible to limit the users access to specific tabs only. Therefore, I invite you to check if there is an open feature request for it (and vote) or (if not request exists) open a new one by following our guideline available here: https://kb.paessler.com/en/topic/79245-how-can-i-propose-new-features-or-sensors-for-prtg.
