As a PRTG user I would like the optional comment submission to be made mandatory by an alarm acknowledgement.

It would be a useful enhancement to always require a comment to be added to an alarm acknowledgement. This function can be default to optional. There should be a way to require the comment field to be populated when an error is confirmed.
Acceptance Criteria
- Criterion #1 (Minimum) - Alarm acknowledgement mode (Optional/Committed) can be globally enabled/disabled in the software.
- Criterion #2 (Improved Method) - Alarm acknowledgement mode (Optional/Committed) can be enabled/disabled down to the device in software
